Napoleon total war won't run 99% CPU

Hi Guys,
My Napoleon won't start any more.
I've tried everything, cleaned local files from steam and reinstalled.
This did allow me to use it once. But then after the first save it wouldn't load again.
I am running it on an older spec PC but more than minimum requirements.
I'm using default graphics as well.
It just hangs on the Total War splash screen with the windows egg timer icon going round and round and won't launch.
Looking at the Napoleon.exe process it says Not responding and is using 99% CPU.
I have tried creating a new PC account.
Short of removing Steam entirely I don't know what to do.
Any ideas.
