    Default recruiting late-game units?

    I played as Dale until I owned the entire eastern portion of the map. I took over Rhun and Mordor. Still, the highest tier infantry I could recruit was dale swordsmen and rhovanian gadraughts. The highest tier cavalry units I could recruit was dale cavalry.

    what was I doing wrong? Why couldnt I recruit the highest tier units?

    It could be that they are blocked by some events that are yet to happen or the unlocking of those units is based upon timescale.

    What was the turn number? There are events which allows you to recruit higher tier units and which appears in certain turns (thought probably you have passed those in that time) Also keep in mind some of highest tier units are AOR and they ale requires highest tier barracks or archery or staples

    well I'm sure all the time-based events happened already. Keep in mind that I had captured mordor and some of the cities in mordor have very high tiered buildings already built there when I had taken them over. The black gates + barad dur were mine, I could recruit lower tier units there but no high tier ones.

    In some of my home cities, population growth stalled. So it was nearing 10,000 population or slightly higher than 10,000 and population growth was 0% at low level taxation. How do I get it to keep growing at that point?

    Do you have enough culture in those Mordor settlements? Culture works like religion and it's also required for highest tier units.
    And yeas population growth was lowered in latest patch, try to put your best chivarly generals in those settlements and build everything which increases happines, order or population growth.

    I had every building built besides tavern in these settlements, it was late game, all the time-based scripts already occurred. In My home regions like Dale, all buldings were built and population growth was at 10,000, low level taxes and 0% population growth.

    How much population is required to build the highest tiered buildings in this mod? How much culture is require? How do I know how much culture I have at the moment?

    You have soon 20 000 posts in this forum and you don't know how to check the religion of your regions?!?!
    Anyway in screen where you can construct buildings there is button in bottom of it (I don't remember exact location, but you'll find it if you try) where you can see incomes, population growth, happines and religion(culture) of that settlement. When you right click on e.g. barracks you can see how much culture you need to recruit certain units.

    You can see how much population you need for upgrade when you move your mouse to location where it tells the population of that settlement, no need for culture on this one. Also keep in mind that taverns gives population growth but some unwanted traits too

    Culture shouldn't be a problem in starting regions. Start a new campaign and see if the "Welcome to Middle-Earth" screen comes up. If not, then it is a scripting issue and you need to reinstall (it happened to me). Otherwise it should be working... so I don't know... Whatever it is, a reinstall and a new campaign are probably needed if you have passed turn 70 and can't recruit new units. Unless you don't have the right buildings yet.

    RZZZA, population growth (and, hence, city growth) is a much more difficult prospect in this mod. One solution I can suggest to you is to pay attention to your generals and their stats - chivalry helps pop. growth, as do traits that decrease squalor. If you have generals with those traits - put them in the cities you want to grow. If you look through the game files, you can figure out exactly how to get these traits.

    Also, I am assuming that you have already built all the buildings that provide population growth - i.e. those that decrease squalor, those that increase health, those that increase happiness (even brothels help pop. growth), markets etc.

    ofcourse brothels help pop growth that is what it is for
