Yes. Just let it rest for a while. Which means doing nothing; no walking and no fighting.

Thanks! I was wondering because currently I'm defending a siege against a 452 troop Fatamid Caliphate army with eleven horsemen, and sadly, one of the units is exhausted and I've still got over 90 troops to kill. >_<

im no modder, but i dont think so...
for what ive obsrved, exhaustion affects the speed and morale of the unit, maybe its effectiveness in combat, but i never saw a unit recovering stamina before...
ill search for this one, it makes me wonder too...

Yes, I've noticed that it takes a loooooooong time for troops to recover from exhaustion. Not good if you use the timer. Halberdiers get very tired/exhausted just walking up a hill.
I'm pretty sure some units recover much more quickly than others. Mostly the higher morale / elite stye troops. I usually play my battles at 2x speed, slowing it down from time to time for the micro management aspects. When the troops are idling they appear to recover more quickly.
If using the timer, only Cavalry recover fast enough to be of use usually (Since they can recover while walking, unlike infantry).
The amount of stamina a unit has is determined by the 'hardy' or 'very_hardy' attributes in the EDU, or by having neither. These also affect the rate of stamina drain, and the rate of stamina regain.
Stamina loss is also affected by the unit's stat_heat value and the heat value of the location of the battle - the higher the stat_heat value, the more affected by heat the unit is, the higher the heat value of the map, the more the stat_heat value matters. Very high stat_heat units in very hot climates may barely regain stamina at all, and lose it very quickly.
Likewise, the more armour a unit has, the faster it loses stamina (though I don't believe this affects how quickly it regains stamina).
So yes, units regain stamina, but for most units it's slow, and for some units in some types of terrain it doesn't happen, or happens very slowly.
