Ohhhh yeah I know that frustration. I'm playing as Aragon and early game the Moors were really tough to deal with. Your early archers are garbage, and without a decent ranged unit, enemy horse archer and horse-javelin jerks are way strong.
Just defend against them for now. Your biggest strength as most of the Iberian countries early game is nice early heavy cav. Javelin-horses are so damned effective against this. I'd say expand in a different direction? Battle your European rivals for now, as their troops are more easily dealt with with your arsenal. Once you have some solid archers/crossbows, or any other units which can deal with Moorish armies, then you can feel free to expand through Africa.
But I agree that it feels hard to get high-command generals. I even struggle to get high dread! One of my family members at the moment has probably personally executed upwards of 1000 prisoners himself. Still only 2 dread skulls, T_T;
