Capturing cities as Gondor

Is there any way to change the culture of a city as Gondor? The library/school buildings does not appear in the building browser.

That is weird :S thats the only way to change culture, are you using any mods or have you modded the files yourself?

I changed the unit upkeeps and got rid of the garrison script, that's it

Maybe you messed accidentally wrong files You should try reinstall and if that doesn't work maybe your download was corrupted and redownloading should fix that
