The graphics chip is your probilem. Good for watching movies but not made for 3d gaming. It's a low-end chip.

I suspected as much.
No way to patch round it? Like I said, empire works fine. I would have thought the two games were pretty much the same

I just ran a game cache test thingo on steam. No problems I really was hoping that would be the source.

HOLD THE PHONE!!
I just started the game up again, and the menu is back to normal!!
When I started it yesterday It crashed the first time, then when it did start - weird no text issue.
This time, started no problem. And bang, works fine (so far).

Sorry to waste all everyones time, but I still don't trust this game. I'll update again if anything changes.
