US troops are not currently in the campaign, but they will be added come 5.0.
And generals are a bit messed up, for major factions you need to wait until more are available, and minors, well some don't have any at all. This will hopefully be fixed, and I'm going to do some experimentation to see whether recruiting generals by baracks still works in NTW.

I think they should be given to the French when they have reached or achieved a technological milestone and made very cheap for the French to enlist, therefore the French AI or player could enlist alot of them for half the price of French regulars. I think 3 million of them went to France in the end which is quite a high number, although small compared to the Great Powers of the War they still offered a huge amount of manpower and even though they did pretty much nothing, just being there actually forced the German hand to gamble, a gamble that lost them the war. So making them cheap for the French would add a realitic flavour to the game
I don't think the US units should be given to the British Empire because they already have Commonwealth units from all over the globe and quite frankly playing as the Empire, I don't particularly want US units in my roster.
