Default Advice on Upgrading my Desktop

I'm asking for help because I know next to nothing about computer hardware. My computer is around 3 years old now, and i figure it's a good a time as any to upgrade. I'd really like to have dx11 capability, so I'll definitely want to get my hands on Windows 7. What I'd like to get out of this upgrade is the ability to play the games I already own like Arma 2, Napoleon TW, Civilization 5, etc at the highest settings with good performance. I'd also like to be able to handle at least the next year or two of games coming up (stuff like Shogun 2) fairly well.

So, here's my current specs (if there's anymore info you need, just ask):

    Operating System: Vista Premium Home

    Processor: Intel Core 2 CPU 6320 @ 1.86GHz (2 CPUS) ~ 1.9Ghz

Motherboard: Phoenix Technologies, LTD ASUS P5N-E SLI ACPI BIOS REVISION 0401, 1/12/2007

    Memory: 2046MB Ram

    Hard Drive: Hitachi HDT725032VLA SCSI

Graphics: GeForce 9800 GTX+ (My monitor resolution is 1600x1200)

Power Supply: Not sure, presumably it will be inadequate

My Plans for Upgrade (I stuck to the guide presented here quite a bit, with some slight changes):

OS: Windows 7 (any advice on a specific version?)

Processor: Intel Core i6 2.8 GHz Processor (is this worth the extra price over the i5-750?)
    Price: $230

Motherboard: GIGABYTE GA-H55M-USB3 LGA 1156 Intel H55 HDMI USB 3.0 Micro ATX Intel Motherboard
    Price: $110

    Memory: OCZ Special Ops Edition 4GB (2 x 2GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Low Voltage
    Price: $62

    Hard Drive: SAMSUNG Spinpoint F3 HD103SJ 1TB 7200 RPM 32MB Cache SATA 3.0Gb/s 3.5" Internal Hard Drive
    Price: $55

Graphics: I'm really not sure where to go with this. The max I want to pay is about $300, if that will be adequate anyway... My monitor's resolution is 1600x1200. Any advice?
    Price: ?

    Power Supply: COOLER MASTER GX Series RS650-ACAAE3-US 650W ATX12V v2.31 80 PLUS
    Price: $80

Rough Total: ~$540 + the graphics card

CPU is fine although i5 can also handle all the games but i7 is better for handling the allover performance allover in softwares etc etc.

MOBO, RAM & HDD are all fine.

All you need is a G.card so but this:-
    G.Card-MSI R6870 Twin Frozr II Radeon HD 6870 1GB 256-bit GDDR5@$269.99
^Your current PSU can handle it.
