I have a question about rule number 6.

"Never replenish Cohorts when they start to get depleted, Only do so after 20 Turns. In the meantime use Auxilia to fill in thinning Ranks."

Is it ok to to combine two cohorts if both are depleted? Also, 20 turns seem a bit harsh. Whats the point of letting half a unit of hastati sit for 20 turns when I can raise several more in one turn?

That rule is mainly for Post marian numberd legions, and back in Romes time they didnt replenish legions like today, thats why you had alot of legions that were 2500men instead of 5000. This is just an optional rule to simulate romes systems. And yes you can combine cohorts when they are depleted and then fill the empty slots with auxilia.

When it comes to hastati and others, I believe it is okay to replenish them as you see fit.
