It makes sense that some prototypes of crossbows would pop up in Middle-Earth. Can we really assume that Professor Tolkein would have had us believe that after the 3rd Age, no technological innovation would occur in any sense? Long periods of peace and stability promote technological innovation.
Also shoutout to CountMRVHS for that enigmatic line "Dale, with no thousands-of-years-old traditions to keep it looking to the past, stands poised to lead its folk to a prosperous new age."
That line has so much meaning now in hindsight. In my mind, while the Dunedain continue to drown themselves in blood in the South, the Northmen will slowly but surely rise to become the prominent power in Middle-Earth.
