My cities have expanded but cant build palaces?

I am using RTR mod switch with a fresh install of rome total war and BI patched to 1.6 for the BI launcher.

I am using windows 7 64
AMD 620 X4
4gb OCZ titanium ddr2
ATI 4850
500watt BFG

I doubt my specs have anything to do with this, but since Rome has expanded i have been getting -1% pop growth and the higher administrative buildings do not appear on the list for building. What do i need to do to fix it, or is this part of the game or something that im missing?

Presuming you`re playing rtrpe then I`m guessing you have not built the construction that`s necessary for some of the core, government buildings. Iirc those in the market/forum tree. If you open the buildings panel and put your mouse over the building that interest you it will say what you need to construct first.

Like florin said, you need to upgrade your market buildings first
