How do I recruit mercenary's?

I'm playing as the HRE and I want to recruit welsh longbows I landed a few princes in England but can only see recruit welsh spearmen on the mercenary list? do I have to control the region or is this not possible for HRE?

No, but the welsh longbowmen doesn´t become available from the beginning of the game. It´s too early.
I think it takes a few hundred years before they become recruitable.
Did you move your FMs to the Caernarvon region?

Welsh Longbowmen become available in 1300AD and can be recruited in London, Nottingham, York & Caernarvon provinces.

You also have to wait for the pool to fill up to a whole unit. Ishan, you mind finding the exact numbers. I'd imagine it'll be something like 0.10 to 0.20.

The replenish rate for it is 0.04 - 0.13 max 2 units.
Meaning (0.04+0.13)/2=0.085 per turn that pool will be re-filled after 11-12 turns approximately.

True that but technically it doesn't means that there is a line mentioned for it called initial X where X is the number available initially so in this case it's zero so one has to wait till the pools refills when it's unlocked at 1300AD.

Ah yes, forgot about that. I wonder...does the pool start when it is unlocked, or from game start? I'd imagine the former, as otherwise we'd start seeing some crazy merc groups popping up.

You are right it's the former the recruitment pool just like in EDB gets unblocked as soon as the trigger is fired or executed.
