Rest assured that though the Senate's hands may seem tied on the issue, there is still ample thought being given to the status of the Punic Isles. The approach of allowing the people to embrace Client State status is militarily the most sound approach that we can take, especially in the light of the current war against Carthage, particularly taking into consideration of the strategic importance of those islands. Were a naval invasion of the Baleares to take place, we will almost certainly need every recruiting power that we can get our hands on, and thus, the status of an allied Client State on part of the Punic Isles will certainly be an additional bonus. And as our treasury is continuously expanding at a comfortable rate, there is almost no need to directly annex the region unless we wish to appear like conquerors who rule with an iron fist. This will merely provoke their ire and may even drive them to revolt as they no doubt have attempted to do in Spain, or so rumors say.
Take care, governor, your next step directly affects the military strength and overall combat powers of the Republic, let my words, which have been directly influenced by the gods who watch over Rome, be your guide.
