Gaining a core..

Playing as Milan and got Antwerp,but how do I get a core?
I'm getting -15.0% compete chance..

(maybe it's because Antwerpen isn't connected by land?)

Basically wait.
Select your (Antwerp) province, and mouse over the shield of Milan.
It should (in the popup) tell you when the core will be there.

that's the problem,there is no shield of Milan,just Holland and Flanders

Cores are gained 50 years after you gain the province.

I know but shouldn't there be like a little greyed out shield icon saying that?
