I'm playing Mod33 and I'm having a problem with enemy spies. Namely countries at war with each other constantly using spies to force a coup d'etat. Japans government has changed 3 times in the last month and 7 times overall! I've checked and it's still difficult to force a soup so the AI must trying every chance it gets. No government is safe, help!

How do I turn off spies or at least make it more difficult to complete missions?
