I'm running v1.6, I have BI installed, no mods. I've been playing as Scipii, and buffing the Seleucids a lot with cheats, giving them money, units, and buffing their generals stats. They've taken over all of eygpt, all of pontus, parthia, and armenia. So I've been looking at the map without the Fog of war on, and theres almost no ships anywhere.

There are some rebel fleets, and the Julii still have a couple of fleets. But no one else at all has any ships whatsoever. I cant use the Create_unit cheat to make ships, so....anyway, any help?
