My towns are rebelling because they are overpopulated and I cannot afford the 9000 money to upgrade them all.
I expect to have to retake my own central towns many times just because of overcrowding.

Gee this is going to be a hard slog, this is where I need to be able to horde my barbarians or at least send half of them off to settle in Roman territory LOL
