But other than that does it really save you money, I find these damaged units usefull as decoys in battle as the AI tends to treat them like full units

As you said - to get rid of the upkeep. If I've got an under-strength unit that costs the same amount as another (slightly lesser) unit's full upkeep, I may as well keep the full unit over the more expensive one. Or, if I don't need an army any more (if I'm at peace with all my neighbours, I may want to keep maybe one standing army), I may as well disband those I don't need.
Other than that, there's no real point, unless you're trying to use house rules, such as no retraining.
I usually disband my fleets (they just cost too much!) but not troops.
If I got too many soldiers I just throw them into a war. That will at the worst give me less income(if they die, same as disbanding anyway...almost) or at the best some new provinces to support my army.

That's an interesting tactic, exploiting the stupidity of the AI! I usually retrain or disband. I use my calvary to feign and draw away groups of enemy units.
yes I know I'm bad I'm bad you know it you know
I only use that tactic when the enemy outnumbers me 5 to one
But yes it is rather bad form, but it has its disadvantages, like not being able to have a full stack army and not being able to beat the AIs full units
