You will need Pack File Manager 1.13 or DB Editor 1.8 to open *.pack files.

But how do I like, get these files out (of the Pack File Manager) to mod them? Also, when i try to open a .tga file, an error window comes up that says: "This file does not have a program associated with it for performing this action. Create an association in the Set Associations control panel." What is this and how do I do it? And yes, i can open tga files normally on my computer, I have that software installed so what do I do?![]()

You will need to make this graphic editor related to open those *.tga extension files.
How to do this in Windows Vista:
---> Control panel / Default programs / Associate file type or protocol with application / change application / find manually *.tga extension and associate with proper graphic editor and done!

I have a Polish language version of Windows Vista OS, but i translated some needed sentences for you.
Now, if you double left click on the *.tga file inside *.pack, the image will open!

This didn't work, now when I try to open the .tga image, I get a different error message that says:
"System.ArgumentException: Not a pack file
Parameter name: filepath
at Common.PackFile.Open(String filepath)
at

What did I do wrong, and what does this mean?

Try to extract those *.tga images from *.pack archive to your desktop.
You could edit those files and replace the default ones with the edited ones.
I had a very similar bugs sometimes, when i tried to edit a file inside *.pack archive.
The best option is to extract them out of the PFM.

I associated DXTBmp to open *.tga files in Windows Vista (it is a small graphic editor which edits and opens the *.dds textures too).
I know, that the people use Photoshop, Gimp or others graphic editors to edit *.tga images.
I 'm not very skilled in those mentioned applications, but i will try to help you if you want.
