    Default Carthage Reforms

So, according to the FAQ, the following is needed for Carthage reforms:

Spoiler Alert, click show to read:

    -At least year 235BC
-Build at least 5 (L5 regional MIC)(royal_barracks_V1) in these cities (Lepki, Garama, Adrumeto, Kirtan, Ippone, Tuat, Siga, Lixus, Sala, Gader, Mastia, Sucum-Murgi, Baikor, Arsé, Oxtraca, Numantia, Emporion, Tyde, Pallantia, Vellika, Tolosa, Massalia, Segesta, Arretium, Ariminum, Roma, Capua, Arpi, Taras, Rhegion)
-Hold 3 of these cities (Tolosa, Massalia, Segesta, Arretium, Ariminum, Roma, Capua, Arpi, Taras, Emporion, Arse, Mastia, Gader)
    OR
    -Wait until 200BC

my campaign is very close to 235BC now and I started wondering: how is it possible to get 5 lvl 5 MICs in the cities mentioned, since, afaik, I can only build lvl 5 MICs in 4 cities (Kart-Hadast, Atiqa, Adrumeto and Lilibeo), and 3 of those aren't even on the list. All other cities can only build up to MIC 3.

    Am I missing something?

You can build Royal Barracks (Regional Level 5) in cities that have a Level IV government. In my Carthage campaign, I am exactly where you are. I am building 2 Royal Barracks, both in Level IV government cities. I changed one from Level II to Level IV just so I can build the barracks. After that, I will restore the Level II government. The bad side is that no city gives you new units with Level 5 barracks (except up in Gaul, I think, but I don't own those provinces yet). All units are accessible with Level 4, therefore building a Level 5 is pointless unless you want to achieve the reforms. This is quite expensive so if you are low on cash you might just want to wait to 200 BC.

Well, it worked, thx a bunch for the tip. The problem was that I just assumed it required the factional MIC, being called Royal Barracks and all... Might be nice to edit the FAQ just to point out it's the regional MIC.

    Thx again for the help

The FAQ - the exact piece of text you quoted - says: "REGIONAL MIC".
