So when it says chance 3 it means 3% chance every turn that the character will get the trait?
No quite not, it means, if the conditions are fulfiled, there is a 3% chance that the character can gain the trait(s).

Here, the game "test" the condition after every battle (WhenToTest PostBattle), if all conditions are fulfiled, then he character gain 2 points in Good attacker and have 10% chance to have the a point in tactical skill.
