Is permanent fort available?

Hello, guys. The stone forts in the Britannia Campaign seem are real permanent, even without troops inside. So is it a specific feature in Britannia Campaign? If not, how can I build or create such a fort in the Grand Campaign or other campaigns?

You have to mod for it.
Crusades campaign also has that.
But in vanilla grand campaign you have to mod it replacing the temporary wooden forts.
