When you take XII (12) and cut it in half, the top half becomes VII (7)
Here's one.
The police burst into a room and find that there's a man who hung himself. The ceiling was too high for him to hang himself. There's a big puddle of water beneath him. The room only has one door, and the ceiling is smooth. How did the man get himslef up to hang himself?
Meh.
There are far too many possible answers for this...
So I have another. He got a ladder, stood on it, got out a drill, and began to drill into the ceiling. He secured a good spot to secure the rope, but in the process of drilling he cut a water pipe which started pouring water out as he hanged himself...
So what happened to the ladder and the drill? There is only one answer - the ice block one. There's a similar one where a man is found in an empty room in a puddle of water, stabbed through the heart. The murder weapon was an icicle.

A new mobile phone tower went up in a town in the USA, and the local newspaper asked a number of people what they thought of it. Some said they noticed their cellphone reception was better. Some said they noticed the tower was affecting their health.
A local administrator was asked to comment. He nodded sagely, and said simply: "Wow. And think about how much more pronounced these effects will be once the tower is actually operational."
