Im currently playing RTW imperial campaign and I can't prepare an ambush with my large armies (15-20 units), when I move them into woodland. However smaller armies with 5/6 units can set up ambush in the same woodland area. Why is this?

Im not sure why, i have not played RTW for a while, i might go on and start and campaign and see what happens. As you said smaller armies can do it, take a few units out of the army and try then, you could always keep the main army close by, then if you ambush a larger army they could help in a fight.
For an ambush to work, make sure you still have movement points left with every unit in your army.
Also, remember that units that can't hide (such as onagers) ruin the ambush.

Doesnt the generals unit remain unhidden?
It's all about the unit itself. A General Bodyguard unit has the ability to hide in trees, so a general can take part in an ambush, even if the unit containing the general on the map cannot hide.
