can't build barracks in several cities
I just started playing as SPQR, and when I conquered the initially controlled epirote city in italy, and the rebels in the south, it appeared i couldn't build barracks. I tried leaving the barracks (greek/epirote), but that didn't work. I then destroyed the barracks, but couldn't build barracks either. what could be causing this?
