I installed EU3 on my living room computer (It's 2.8 Ghz and EU3's requirements are 1.9) and I have been experiencing long loading times.

What about the other requirements? The processor alone isn't the only part there is...Take a look at the memory requirements, for instance, because those tend to have a lot more to do with loading times in general.
In any case, Paradox games (and most others as well, for that matter) tend to need quite a bit more than what is listed on the standard requirements, because there are so many things going on simultaneously across the huge map.
I tried the Yougamer gameometer and it says you met the EU3 system requirements

Well, looks like it's down to the inconvenient detail that system requirements tend to be set at the "barely playable" level here or there, so meeting them does not necessarily mean that you can play the game flawlessly.
When you say "Long loading times" is this just on startup? If so, i've found that happens quite a fair bit. Even with that however the game ran perfectly fine.
Strangely, I think there's also differences between XP and Vista/7 for this. I had the game load noticeably faster on a Vista Laptop that had slower specs than my old XP Desktop.

Long loading of a save, and strage map scrolling (actually it is not lagging, it is just crude) cannot be stopped in EU3 as far as I know...
