It's not rare that there are less than 15 cardinals... I've had times where there were only five or something. If there's no good priests there's no cardinals.

When a papal election takes place, the winner is first of all determined by how many COUNTRIES that placed their votes on him. If there´s a tie, then they decide by the number of VOTES.
Because the danish cardinal had two countries voting for him, and your cardinal only had one, the Dane wins.

There's 13 votes in this election, noone has the absolute majority (7), so I think there is a secret second poll and in this case the 2 votes went for Dan.

Same thing happens to me, either I loose like this or I win with less votes, and that's the only way I could make sense of it. I had case of wining an election just with my votes and with 4 factions voting against me, so it's not about the number of country voting.

France has 6 votes, 1 short of absolute majority, so Tiberio's country voted for Dan in that second secret vote between the runner up. Could be one of those bug CA didn't notice, and they only display the result of the first turn. That just my 2 cents, as the same thing happens to me from time to time.
