Is it normal for terrain to morph and bushes suddenly appear as you get closer

I just got back from playing on 2 maps, First a random one in my Russian Campaign, then one on Aosta Valley MP. On the random map there were bushes that seemed to jump on screen as I got close to them and jump off as I moved away from them. On aosta valley as I moved around I could see the terrain morph and change shape as I got closer. All settings are on ULTRA/HIGH. Is it Normal?

My specs are:
x4 955
4gb ram
ati 5850

It's normal, even on the highest settings. There could be tweaks or a mod to fix it but I'm not sure.
And to be frank, CA didn't implement this "feature" for nothing I guess. Disabling it might be too taxing for most systems.
