About AI factions requesting alliances...

Is it normal for them to request them of the player faction?
I am currently playing as England, SS6.3, Savage AI, about 65 turns in(2TPY),
and a while after having trade rights with the HRE,
they asked for an alliance.

That's never happened to me in SS. At least, I've never gotten an alliance
with a nation I have "Perfect" relations with, as I do with the HRE.

Is this supposed to happen on occasion?

As it is, we are both at war with Scotland, so that might be why,
but still...I'm surprised.

Yes it's perfectly normal although less likely on harder difficulties. Being at war with the same faction helps in this decision as well.

I forgot to mention the campaign difficulty, it is
on Hard Campaign difficulty and Medium Battle difficulty(Hard and VH are ridiculous
for battles).

Battle AI wont influence alliances. Perfectly normal game on.
