Rebel/Slaves Diplomatic Actions

is there a way to enable Diplomatic Actions with other Factions in RTW playing as the (Rebels) faction
i looked everywhere but it doesnt seem that anyone asked that before and if so i would really appreciate it if there was a tutorial on how to edit RTW diplomacy

Yes, you can have diplomatic actions as the rebels with other factions. You can have diplomats too and other agents. But it's impossible to edit RTW diplomacy. The only thing you can edit is faction's attitudes towards other factions (neutral, hostile, at war, friendly, allied etc) and factions relationships with other factions (they are at war with a faction, they are allied, they are friendly, neutral, hostile etc). Playing as the rebels is possible but you must expect to have random crashes.
