I dont believe that the list was made in any order. They simply included 3 mods for every title +1 for napoleon. So, its not so much that TA is 5th, jst that its on the list at all.

And yeah, it does have the appearance that the research was done in two hours by an intern, rather than someone who actually played any mods, hence the ommission of SS. But, that list appparently will feature on steam, so that anyone who downloads m2tw has potential exposure to third age like they never did before. ie, it is likely to increase the player base for all the mods on the list.
