Ok so I'm getting this problem where whenever I move on the campaign map I'm getting this weird choppines/stutter. Battles run fine, smooth as butter. But on the campaign map Its choppy. My specs are:
    x4 955 3.0 ghz
    4gb
    ati 5850 1gb
I have tried changing drivers, messing with ingame settings to no avail. I am currently on ati 10.10
Ill have a video up shortly.
It wasn't like this before though.

There have been complaints about 10.10 drivers. 10.5 still sem to be the best of the bunch.

    Have you informed AMD?

I must say Ati drivers have never failed to dissapoint me. There hasn't been one game I have played without graphical issues! You update drivers to fix a game and then it breaks a game in return. And the fact that the total war series is already a bit buggy makes things worse. I believe I already tried 10.5(some improvement) so I will try 10.3. I'll inform ATI on monday.

Alright I solved the problem but i'm not sure if it had anything to do with drivers, since I was still getting stuttering on 10.5 until I messed with CCC settings and NTW settings. I believe it was more of a problem with CCC settings and NTW settings not liking each other. For those who have this problem try this:
Step 1: Go to CCC and Disable Catalyst A.I. and make sure you have your refresh rate at 60hz.(Mine was set at 75hz because Im running on a VGA connection because I lost my DVI connector)
On a side note what are the benefits of having DVI or HDMI vs VGA? I'm probably gonna get a new monitor for xmas so my ati 5850 can shine, I feel bad for the poor thing it's super powerful but ATI makes piss poor drivers. Hopeful it will be able to run Crysis 2 and Shogun 2 without a problem.

Step 2: Go to NTW settings turn off hardware shadows and enable vsync. You may also have tune down some settings.

Result: Campaign map is back to normal.

Also I was wondering if my performance was normal: In battles with all settings on ultra AAx8 AFx16
and all settings at the bottom enabled on 1600x1200 I get around 20-30fps. Is that normal?

I must mention it's not a complete fix as you do have to turn alot of settings from ultra to high and lower AA and AF. Also I got a weird bout of stutter today, everythng was fine then I randomly got stutter. I exited the game and tried changing Catalyst A.I. to advanced and everthing was fine, but it was worrysome.

The CCC has been known to cause problems. many have had to disable the Catalyst AI and set it application controlled. there is supposed to be a tent setting in the Catalyst AI that has helped others.

It's a crapshoot. Have you informed AMD?

I have just made an enormous discovery the likes of which the world has never seen before. Remember how I was telling you that I got a bout of stutter all of a sudden? Well I know what caused It.

Whilst fiddling through CCC I came upon ATI OVERDRIVE, I noticed that the GPU CLOCK READ: 400mhz and MEM clock: 900mhz at IDlE (This is really high for IDLE) So I started up the game and quickly exited finding that the GPU Clock would not budge in 3D staying at 400mhz and the mem clock went up to the normal 1000mhz. So I googled:"ATI 5850 Gpu Clock stuck at 400mhz" I came upon this interesting thread
    http://www.tomshardware.com/forum/28...0-clocks-stuck

And so it stumbled upon me that I had JOSEFVSTALIN's and PRINCEOFMACEDON's channel on my INTERNET EXPLORER in the Background. So the videos on their channel were causing my clocks to get stuck at 400 and 900 as soon as I exited Internet explorer I looked at ATI overdrive and sure enough the clocks went down to the normal idle clocks 157 and 300.

Then I entered NTW and exited, the clocks were the normal ATI 5850 3d clocks 765mhz and 1000mhz. Then I went on the campaign map and It was smooth as butter.

Moral of the Story: Don't have any flash videos in the background while playing NTW

On a side note, now when I try to overclock my ATI 5850 the clocks stay on defualt, this is what I will contact ATI about tommorow.

It really makes me wonder how the battles managed with a gpu clock of 400mhz

You just overpowered it with vram. That's why the stutter. It could push it but not fast enough.
