    Default Need recruitable governors/generals to go with government types

    I liked the government types in EB1.1 and 1.2, but it makes no sense to have e.g a Seleucid Satrapy and not be able to recruit a Satrap. At the very least each government type should give you the ability to recruit governors and generals appropriate to that government type. Historically there was never a shortage of governors or generals - why should there be one in EB? The Extended Realism mod makes it possible to recruit characters with bodyguards at any settlement (with low pay - so having some governors or subordinate generals doesn't bankrupt you - which it shouldn't) - EB II could have something like that but with their traits affected by government type.

    I know there are already allied generals and client rulers in EB 1.2, but there are no recruitable governors or generals for settlements with other government types. It would improve EBII a lot if there were some - and if they didn't all come with 50 man bodyguards that mean hiring many of them as governors or generals breaks the bank.

    EDIT : this is partly because of bodyguard size. If some recruitable characters' bodyguards were reduced to 15 or 16 men they would only have an upkeep of 300 a turn, which would make having more of them far more affordable. You could have two types of characters available for recruitment - those with 50 man bodyguards and those with 15 or 16 man bodyguards, so it keeps all players happy.

    Also any settlement that starts the game with a particular government type in place should have a governor character in it already at the start of the game (if that's at all possible to mod - don't know if it is)
