Have you tried to launch the game in offline mode? If the game starts the same way, it's not ports.

I was wondering if other peoples CPU shows at 100% in their task manager like mine does. If they have a higher spec CPU (mine is only an Athlon 3200 64), could it be this?
It still happens using only one core 100%. You can also read about it in official forums. Try setting your affinity for it in Task Manager?
Set Steam, Napoleon.exe and GameOverlayUI to high priority. Still shows as 100% but its no big deal. Must upgrade to a dual core cpu I guess. Although my router now flashes quicker than it did before, in relation I expect to steam related info (maybe).

For opening ports check www.portforward.com. NTW is in it's list.

The program can not ping my router nor can I get it to.
I've not seen any references ti IPv4 or 6 before. It's a Netgear v5 router
Is your router ipv6? Is it backward compatible to ipv4? When Empire was released, one player had this problem if you want to research it.
I have dsl modem so I can't help you. Research the Empire forum at the game's plus a few days and you will find where others ran into this and found most of it reseaching the Net. It seems Steam was and still maybe using old ipv4 modems and many then ipv6 modems' firmware were not backward compatible.
