Any way to fix it so that you can still build towers in provinces after a disaster has happened?

Can you post a savegame with it?
Deleting map.rwm is known to fix the issue if it happens

Not had it happen yet, not bothered to build towers in the current campaign, it's just something that has happened to me at some point with every version of RTW since my 1st campaign in Vanilla, was hoping you guys had maybe solved the issue.
