That is the better way to define 'Christian/Muslim country', because even if a state is secular, religion plays a huge part in the actions of its citizens and its government. There will never be a secular state that isn't motivated in part by religion unless its government is authoritarian, allows great religious freedom within its borders, is clearly non-religious (NOT atheist; that is different), and is not acting in the interests of a specific population. In other words, never.

I don't know, in Greece Church and State are officially mixed together in our constitution and Christianity is our official religion.
