Talking about late game AI armies of course. Usually each faction has one full stacked army somewhere and once you beat it they just throw wave after wave of 5 unit stacks at you. Sometimes once in awhile a nation with a continuous land connection will be able to gather its units together and throw a 10 unit stack but those are rare. For sea based empires like Carthage it doesn't matter how big they are because their units are scattered all over the place you'll never face a big army because the AI has units everywhere. In my Rome game I purposefully left Carthage for last and I still couldn't find any full stacked armies. Usually the ONLY time I ever fight a full stack in this game is when a city with 3000 population revolts and creates a 2000 sized army.
In vanilla RTW this wasn't really an issue because the AI just had so much money lategame it could spam huge stacks so even if they were scattered you could still have decent fights but the AI struggles to make money in RTR and there are more cities for the AI to garrison which spreads their troops out even more. Maybe lower the amt of villages and let the AI cheat to get more money?
