Nope, not to my knowledge. Only sword-armed infantry count toward the guild. You'll have to capture Bran from Hungary, they usually have one there.

Or you could just build lots of smithies.

That is correct there is no unit for Russia that contributes for Swordsmith guild points.

That is a good tactic to get the guild if you don't have sword infantry. Just build and destroy tier one smiths in your fortress and eventually you will get an offer. Adding a high chivalry governor will speed up the process. I use this tactic to get the guild as the Turks. Janissary heavies get awesome with a weapons upgrade.
Officer to a soldier who refuses to fight: There three types of soldiers who don't have to fight. They are called KIA, MIA and POW and you are not one of them.

    Tosa will be missed.

Yeah, but especially governors with reduce building costs. You can shave up to 30% of the cost off with only traits, possibly more with ancillaries.

Would a unit e.g Cossack Musketeers count as its secondary weapon is a sword?

No. Only heavy infantry armed with swords count for the guild. It should be their primary weapon.
