Any faction can get the Hanseatic league so long as they control the appropriate settlements. Check SS6.3\data\export_descr_guilds.txt to check which ones qualify (do a search for "hanseatic")
I found it requirs Talinn, but in 6.3 it's no more, there's Reval, so would it still work?
The settlements that provide Hanseatic guild points in 6.3 are:-

Now these are acc to the EDG file and if a settlement by that name doesn't exists that trigger won't fire but rest of them will work for the settlements that exists on the strat map.
So Reval(considering a settlement) doesn't have a trigger for it so it won't go there.

So, if a settlement doesnt exist, it isn't required? And do you need all or only some of the settlements(points) to trigger it?
Those mentioned in the list above are the only ones that will give points for it.
And no there is no need for conquering all of them but 2-3 is more than enough i think.
As Hanseatic guild is a HQ type for it we need 500 points and every settlement gives like 4-5 points per turn in that settlement and 1-3 points globally if possessed.![]()

The Hanseatic League works in 6.3 because I got it in my last TO campaign.
Got the league in Reval in 6.3 as Novgorod, so yay!
