New campaign button not available for RTR 6.0 gold

I have done the following, vanilla install RTW, 1.2 patch, TWR 6.0 gold. When I start RTR and get to the new game menu, the new campaign button is not active (not highlighted and available for clicking). Anybody know why?

I believe RTR 6.0 needs RTW 1.5. You still need another update.

I believe the 1.5 patch is required for modding RTW 1.9, I am trying to mod RTW 1.2. to RTR 6.0 Gold. Thanks for the suggestion.

I am trying to mod RTW 1.2 using the instructions at http://www.rometotalrealism.org/download6.html. I have successfully installed RTR 6.0 Gold for RTW 1.2 several times in the past using the above method. Although I had my current problem once before and found the solution on this forum, but cannot find it again. Thanks for your interest.

I'd recommend not worrying about RTR 6 Gold and use the RTR Platinum Edition (PE). It is a port of the RTR 6 Gold to use RTW 1.5 or RTW BI 1.6. There are fixes for the 'revolt CTD' which can break RTR 6 Gold or unpatched RTR PE games.
