Urgent help needed with problem

er hey guys, when i try to play medieval II through the shortcut on my desktop, i get this message.
"Error: "D3DX9_30.dLL" is missing from your computer, try reinstalling the game to fix this problem,"
ive reinstaleld about 9 times, and nothings happening, alternitivly, if i try to launch the game through my computer, or my games folder, nothing happens, any help?? oh and im not that good with computers so simple sentences would help

Vista or 7?
