    EUOBSERVER / BRUSSELS – Greece is perceived as EU's most corrupt state, falling behind usual suspects Bulgaria and Romania and scoring the same as China, an annual corruption index published by Transparency International shows.

    Almost a year after Prime Minister George Papandreou had declared war on corruption and maladministration, the country's has slipped even further down the ranking in Transparency International's annual Corruption Perception Index.

    Out of 178 countries surveyed, Greece ranked 78, together with a handful of other states: China, Colombia, Lesotho, Peru, Serbia and Thailand.

    The EU's newest member states Romania and Bulgaria, who last year shared the same position with Greece, have now distanced themselves to places 69 and 73, respectively.

    The index is composed of 13 different expert and business surveys conducted between January 2009 and September 2010.

    Just last week, senior Greek officials blamed rampant corruption in the country's chaotic healthcare system for costing several billion euros a year.

    "Pharmaceutical expenditure in Greece has doubled over the last four years and is now €9 billion per year, twice that of Belgium which is about the same size," said Stephanos Komninos, head of the commerce department of the development ministry, AFP reports.

    "A very large part of the expenditure is just black money which circulates among those who decide prescriptions for medications," he explained.

    Mr Komninos said corruption was not limited to the healthcare sector and was widespread in all public contracting due to a lack of transparency and failures by administrators.

    In April, Greece was forced to cut public spending and open up public accounts to outside auditors as part of a €110 billion bailout from the International Monetary Fund and the EU.

    Greece is by no means alone in facing the problem. The Transparency survey shows that nearly three quarters of the 178 countries score below five, on a scale from 0 (perceived to be highly corrupt) to 10 (perceived to have low levels of corruption).

    Along with Greece, perception of the issue in Italy, Hungary and the Czech Republic has also worsened considerably compared to last year.

    The EU also has the winner of the index, Denmark, where good governance and transparency have kept the country for several years in a row at the highest mark - 9.3. The pole position is shared with New Zealand and Singapore.

    At the bottom of the index are conflict-ridden countries such as Afghanistan and Myanmar, with Somalia coming in last with a score of 1.1.

    Russia has also slid back towards the end of the ranking, scoring a mere 2.2, despite anti-corruption campaigns announced by the country's President Dmitry Medvedev.

    Neigbouring Ukraine, meanwhile, has improved its score to 2.4, outranking Russia by 20 positions.
    Certainly true of Greece up until very recently, though the socialist government has been making some efforts to stamp down on this rampant corruption which was the primary cause of our economic woes.

    In Greece that would almost certainly result in exploitation and corruption on a personal basis.

    They don't say "fear Greeks even when bearing gifts" for no reason.

    Italy is better only because in the 90s there have been serious efforts to curb down corruption, too bad the current government made a complete U turn on the issue.

    Guys, have ready a check approximately 5 times the size of the one handed to Greece, it may be needed soon.

    The country named Greece is a very sick nation, ready to die out.
    I feel like Greece should just be destroyed and start rebuilding from scratch, so that we can firstly change the people's mentality and then the organization of this country.. Greece could have been a paradise if the people wanted it. Something like Monaco or Luxembourg. Unfortunately since 1922 there haven't been any able politicians here..

    BERLIN (Reuters) – The United States has dropped out of the "top 20" in a global league table of least corrupt nations, tarnished by financial scandals and the influence of money in politics, Transparency International said on Tuesday.
    … The United States fell to 22nd from 19th last year, with its CPI score dropping to 7.1 from 7.5 in the 178-nation index, which is based on independent surveys on corruption.
    This was the lowest score awarded to the United States in the index's 15-year history and also the first time it had fallen out of the top 20.
    In the Americas, this put the United States behind Canada in sixth place, Barbados at 17th and Chile in 21st place…

    Nancy Boswell, president of TI in the United States, said lending practices in the subprime crisis, the disclosure of Bernard Madoff's Ponzi scheme and rows over political funding had all rattled public faith about prevailing ethics in America.
    "We're not talking about corruption in the sense of breaking the law," she said. "We're talking about a sense that the system is corrupted by these practices. There's an integrity deficit."
    Various financial scandals at state and city level had encouraged the impression that the regulatory oversight was weak and that influence could be bought, she added.

    This is measuring perceived corruption, not an attempt at measuring actual corruption. In all likelihood Greece looks worse now simply because it has been put under a microscope in the past year and nothing more.

    Gah. Ireland really is more corrupt, Fine Fail are bringing in taxes to tax things which have no relevance to the indicated tax, e.g. carbon levy taxing GAS.
    The bastard Fail'ers are gonna squeeze us dry in the December budget, and feck, prices keep bleeding going up, with bloody pay cuts everywhere.
    In hindsight, maybe the idiots are just severely incompetent, not corrupt. Whatever, but their bloody expenses are mounting up.

    Both male and female walruses have tusks and have been observed using these overgrown teeth to help pull themselves out of the water.

    The mustached and long-tusked walrus is most often found near the Arctic Circle, lying on the ice with hundreds of companions. These marine mammals are extremely sociable, prone to loudly bellowing and snorting at one another, but are aggressive during mating season. With wrinkled brown and pink hides, walruses are distinguished by their long white tusks, grizzly whiskers, flat flipper, and bodies full of blubber.
    Walruses use their iconic long tusks for a variety of reasons, each of which makes their lives in the Arctic a bit easier. They use them to haul their enormous bodies out of frigid waters, thus their "tooth-walking" label, and to break breathing holes into ice from below. Their tusks, which are found on both males and females, can extend to about three feet (one meter), and are, in fact, large canine teeth, which grow throughout their lives. Male walruses, or bulls, also employ their tusks aggressively to maintain territory and, during mating season, to protect their harems of females, or cows.
    The walrus' other characteristic features are equally useful. As their favorite meals, particularly shellfish, are found near the dark ocean floor, walruses use their extremely sensitive whiskers, called mustacial vibrissae, as detection devices. Their blubbery bodies allow them to live comfortably in the Arctic region—walruses are capable of slowing their heartbeats in order to withstand the polar temperatures of the surrounding waters.
    The two subspecies of walrus are divided geographically. Atlantic walruses inhabit coastal areas from northeastern Canada to Greenland, while Pacific walruses inhabit the northern seas off Russia and Alaska, migrating seasonally from their southern range in the Bering Sea—where they are found on the pack ice in winter—to the Chukchi Sea. Female Pacific walruses give birth to calves during the spring migration north.
    Only Native Americans are currently allowed to hunt walruses, as the species' survival was threatened by past overhunting. Their tusks, oil, skin, and meat were so sought after in the 18th and 19th centuries that the walrus was hunted to extinction in the Gulf of St. Lawrence and around Sable Island, off the coast of Nova Scotia.
