    Some areas seem out of proportion. Spain is one massive province but Catalonia and Basque country have their own sector?

    Because at some time during the Napoleonic Wars they were annexed by France.

    The Provence in Spain and the Papal states that were historically annexed both can build universities.

    you've gotta remember that its a Region population... also then cities where a lot less centralised and even though a region may have 20,000,000 inhabitants it's entirely likely that less than a million will live in the capital.
