You can get the roman deserters in Latin as merc units

The HB unit is a remnant of TIC I believe. I don't think it is any different except perhaps in stats to the normal general.

No. The original idea was that a unit of deserters would appear at the capital/nearest settlement whenever Rome was defeated in a Heroic Victory.
Unfortunately, this was not possible. Now I think they are occasional mercs
