Yes, its in the game files and I don't know how to implement it, but it's called something long the lines of Rome Super Faction. There can be only one I'm sure, so you'll have to get rid of the Roman Super Faction if you want it for someone else.

I was once an Angel of Total War Heaven, but gave up my wings for a life on the sea of battle.
As Punic Hoplite said, you will need to do something with superfactions.
To do this you will need to go to Rome - Total War/data/world/maps/campaign/imperial_campaign and copy descr_strat.txt. Then open the original.
Go down to where it says:
Delete this line:Code:faction romans_julii superfaction romans_senate denari 5000
Go down to each Roman faction and remove this line.Code:superfaction romans_senate
Then go to Dacia and put superfaction faction_name. You will have to choose a superfaction. This line must be above the denari line.
Then do this for every faction you want to be allied with.

Edit of my edit: Nevermind. It doesn't say I'm allied with Dacia and Thrace (now playing Scythia) but whenever I go to war with other nations they join me.
