This looks cool, and i look forward to it. I would suggest using frome submod as a base as they already have many of the features you are using. This would also allow for the ered luin dwarves to restore the lost realms of Belegost and Nogrod.
Also for the burned dwarf trait, shouldn't it rather be son of a burned dwarf as the burned dwarves died in the battle.

The name of the Burned Dwarf Trait in-game is Relative of a Burned Dwarf. =)
I was thinking about using FROME as base, but then I decided against it. FROME is a great mod, but personally I don't like all of it.
In my opinion it isn't necessary to split the dwarves. Most of the dwarves went back to Erebor after the death of Smaug. Thorin's Halls are more an additional mine in the west and not a own realm. There are rumors that the ruins of Belegost are still existing in the southern part of the Ered Luin, but I can't imagine that the dwarves are able to rebuild it, because it's fully destroyed by earthquakes and flash floods in the First Age. And I must say that I don't like how the units look like. But maybe I will add later the Ered Luin Warriors and Scouts as a AOR unit. =)
For the elves I will wait for Louis Lux's Elven Re-Development and will then decide which elves I will add to game (when I have permission of course).
At first I will improve the existing factions, and then I split some factions maybe.

I just stumbled over "your" mod and am wondering who gave you permission of using my work?
If Louis Lux gave you permission while I had to abstain from TWC, then, by all means, you are entitled to continue using my work. But if that may be so, I request to see the PM in which my dear father granted you permission.
If you do not have permission by Louis Lux, than I consider the use of my work a breach of the ToS of TWC and will report this to the Administration of the site.

I'm thinking about to making a Sub-Mod. The goal is to add new content to make the mod more lore accurate. And there is one sub-mod that shouldn't missing then: The great Lore mod of Aikanár. And I want to ask for permission for his sub-mod. Maybe I also want to continue his work, because he also wants his system for the men of Eriador, Gondor, Dale and Rohan.
I want to say it directly: Mostly I will put the work of other sub-mods together, where I think they are lore accurate.
Then I want to ask for permission for your Heroes-mod,too.
Other things that I will add:

- New buildings and units
- Maybe new regions and overhaul of some regions
