Arnor help needed

Which territories do I need to create Arnor? I'm sure i've got them all but nothing's happened. I have the alliance with Gondor and I switched my capital as well.

Coldfells,North of Imlandris
Hoarwell,West of Imlandris
Tharbad,South of Staddle

Also you will need to upgrade Annuminas into large city and build there the structure (think) Hall of Kings
And try to keep alive Aragorn,if Aragorn dies you will not be able to become Arnor...

before you do all this,i suggest to eliminate the Orcs of Gundabad

Thanks. Means I just need to get Annuminas into a large city, assuming the Orcs of Gundabad don't take Coldfells back. They've already tried once.

dont get a defensive war vs them,go aggresive and equipt with lot of archers and some cavarly generals to cut them from their flanks
