Oh!! It is the least income I get. I occupied Milan without sacking or exterminating, and my capital is at Constantinople. The garrison force guarding it, is not worth to guard such a city cursed by Corruption. Milan gave me only 2 wars with Genoa and HRE who are also fighting each other. On the north of Milan, there is HRE on the south, Genoa, the region has been a marching route from Alps to Liguria and there is no doubt that HRE won't war with me. Anyway, it rose up to 314 florins after 6 turns but never exceed 314.

Wow, show us the financial screen for Milan! That's nuts, my lowest has always hovered around the 600 mark.

i've had something that low but they're usually really undeveloped settlements.

I had that problem in my Genoa campaign, but with the British Isles, so I sold them to the Byzzes for Constantinople, and Silily for the Isle of Silcily. How's your devastation?

It is the corruption factor which is 1000+. I tried to build paved road but there is no Predicted income and I gave it up.

quite often i get negative income from a single city, when u occupy a city with other religion and got beseiged immediately, i have had once -500 florins loss from a city

You're suffering from devastation due to an enemy army sitting outside Milan for a long time.
corruption is probably caused by distance to capital penalty - the further from your capital the worse it gets.
there's no trade buildings either and only dirt roads.
are you at war with your neighbours -if so no trade income either.

(that's be with RozMod you're playing? or your own perm stone forts mod?)

Yes, DtC is about 20% in neg. public order. It was Meneth's 2tp descr_settlement_mechanics.config. which have 1.05 corruption 0.05 more than vanilla 6.3. And DtC multiplies it.

Devastation is caused by my army besieging it.

About the Permanent Forts, it is a mixture of your T5 pack with my favorite sites(co-ordinations) and certain world models (I also removed all the Settlement forts and replaced them with normal stone fort (stone_fort b-e, me_fort b, tc_fort g and Princes,Kings and Heroes' fort 'cliff ' type). You know it is very disappointing to see a Fortress being a fort, when you brought only 2 catapults to make an immediate assault (attacking without siege equipment). Two catapults will not hole 2 tier walls. After the ammo run before 2 wall is holed, you are lost.

Well, you may be mistaken it with your PF mod because, it also have a stone fort near that location.

you must have a huge corruption, put a good governor there

also it should get better over time, but as mentioned, no trade, taxes go to corruption, so don't expect much...

still never saw that low, thats for sure

I had negative income from a castle on DLV. Around -300 or so.
