I think one of the main reasons that I enjoy playing NTW more than RTW or M2TW is that you don't have greedy & incompetent city officials bleeding your exchequer dry.
I can't count the times that I have carefully assembled my armies ready to make my 'big push', only to find that I have to start disbanding them due these sheisters driving me into bankruptcy ! With NTW, as you know, once a city's business infastructure is built up, it basically runs itself as long as it's garrisoned adequately.
It may well be that having a human element at the helm of control in each town & city makes for a more realistic game, but it can be oh so annoying too. I play the Total War games to build armies & fight battles, not to worry about who is fiddling the books !
