There's probably some truth to fact that many things have changed. But I haven't even had a chance to do more than play a few starting moves.
We're now in the first week of December, which means I'm just swamped and regretting the time I've spent this semester playing RSII. Tonight I'm assembling a portfolio for my Advanced Fiction class, tomorrow I have to finish a paper on modern scientific imperialism (egghhh), then four finals to take, and two more projects to finish ... all by December 17.
More importantly: I absolutely have to send of a grant request to IBM by Friday, that, if accepted, will enable me to do an internship for six weeks at The State Hermitage Museum in St. Petersburg, Russia.
So, yeah, those things come first.
To answer your question about expansion: Go west is good advice, although I usually wait about ten to twenty years to build my Italian cities up, but that's just me. Expand too fast and you'll find you can't recruit units in foreign cities and you'll waste your money hiring mercenaries.
Shortly after you finish off Hannibal, Greece should attack you in Sicily. At that time, I immediately take Syracuse and Massilia - I'm assuming you've taken Genoa to push Hannibal out of Italy. Why? Because they're both joint economic/fortified regions. You can immediately begin developing your economy while preparing to recruit units from these cities.
Seriously, build your economy - especially since the income has been cut significantly. Build trade buildings and temple. Be patient! Fight your border wars with Averni, keep your legions to 10 or less, level Carthage if you have to (I usually have to because they won't leave me alone). Make sure when you build you build a balanced mixture of trade and economy buildings, temples and "happiness" buildings, and military and law buildings.
Then, when you start your war, take three or four territories at a time, centering around an enemy's joint economic/fortified cities. In fact, I strike them first - even if it means sweeping around a city.
